The Federal
Ministries of Nigeria are Civil Service departments responsible for
delivering various types of government service. Each ministry is headed
by a
Permanent Secretary who reports to an appointed Minister in the Federal Cabinet.
At times, ministries are amalgamated and at other times they
are split. It will be recall that during the tenure of late president Umaru Yar’Adua Halima Tayo Alao was appointed Minister of Environment and Housing on 26 July
2007, and after a cabinet
reshuffle, in December 2008 Nduese Essien was appointed Minister of Environment and Hassan Muhammed
Lawal was appointed Minister of Works and
Housing. On 6 April 2010, Mohammed Daggash was appointed Minister of Works and Nduese Essien was appointed Minister of Lands, Housing & Urban
Development.
President Muhammadu Buhari, in assigning
offices to the newly appointed ministers also did some amalgamating.

While some see the latest development as
a step taken to slash the Federal expenses others sees it as a step taken to strengthen
control of the ministries. Perhaps, some may see it in another perspective.
It is the hope of many Nigerians that
some of the nonfunctional ministries begin to function again thereby creating
jobs for the large multitude of unemployed youths in the country.
